What does it actually mean that God is love?

When we say that God is love, we do not mean that God is very loving. We do not mean that God loves us even in the way our parents love us. The way God loves us is so intense that the way we are loved by somebody who loves us is only a small reflection of God's love. God's love is complete. It has no wavering. It has no emotional temperance to it. It does not throttle itself when God feels upset, because God is God.

He is not a person in the sense of being psychologically adjustable in the way that people are. He does not have up and down days. He is always, at all times, perfectly himself. He does not have need. He does not have emotion in the way humans have emotion. He does not have preference in the sense that he prefers us at some times and does not prefer us at other times.
