Is it okay for a Christian to cut off a toxic person?

First, let's define terms. I'm not talking about people with quirky personalities or special interests who get on your nerves a little. Toxic people are people who in a very concrete way rob you of your peace. The number one thing we want to hold on to in life is our peace, our emotional equilibrium, and each person has a threshold. Some people can handle somebody who's a level seven or eight but not a nine or ten.

I relate it to a puppy dog: if you visit somebody's house, pet the dog, and the dog bites your hand, you don't kick the dog or scream at it. You just say, I'm not going to pet that dog again, because it would be stupid to put myself in a situation to get bit again. Likewise, there are people who want to bite you every time you're around them, whether it's Thanksgiving or a restaurant.

If somebody comes into your life and robs you of your peace at a level you cannot sustain, you have to cut them out, because you have to guard your own soul. Sometimes you take a time out or limit contact: maybe I can handle this person once or twice a year, or once a month. And that needs no justification. Your number one priority is to take care of your own soul, not to manage everybody else. Everybody else is responsible for their own soul.
